The UAE government has recently enacted a Federal Decree-Law that establishes the National Media Authority, a new federal body connected to the Cabinet. This initiative is aimed at streamlining media operations across the nation while enhancing the UAE’s presence on both domestic and international fronts.

Purpose and Objectives of the National Media Authority

The primary aim of the National Media Authority (NMA) is to unify the messages and directions within the country’s media landscape. By aligning policies from both federal and local entities, the Authority aspires to create a cohesive media discourse that fosters understanding and cooperation. This is vital for ensuring that the UAE’s narrative remains consistent and influential, not just locally but worldwide.

Transition from Existing Media Structures

With this new structure, the NMA will take over the responsibilities previously held by the UAE Media Council, the National Media Office, and the Emirates News Agency (WAM). This transition includes inheriting rights, obligations, and existing contractual agreements, thereby aiming for a seamless integration of functions without disruption.

Responsibilities and Competencies

The Decree-Law outlines several key responsibilities for the NMA. One of its primary tasks will be to propose the UAE’s strategic media tones and messaging. This involves coordinating with various media entities within the UAE to consolidate their efforts and align policies at both federal and local levels.

Moreover, the Authority is tasked with advancing the national media sector by developing policies and strategies aimed at boosting the UAE’s global stature. As part of this mandate, it will also propose regulations to organize and license all media outlets, which notably includes digital media and publications operating in free zones.

Media Content Oversight

An important aspect of the NMA’s responsibility is to establish standards for media content in partnership with relevant authorities. This oversight will include monitoring all forms of media—be it printed, broadcast, or digital—within the UAE, including those in free zones. The Authority’s goal here is to ensure a consistent, high-quality media narrative that positively represents the UAE.

Crisis Management in Media

The Decree-Law tasks the NMA with the development of an effective crisis management strategy for media. This includes creating mechanisms to swiftly respond to media crises, developing solutions in collaboration with relevant authorities. Emphasis will be on identifying potential threats, such as misleading information or negative portrayals in the media landscape, particularly those stemming from digital sources.

Development and Training Initiatives

To foster a skilled media workforce, the NMA will also focus on training and qualifying national talent. This effort is aimed particularly at those employed within the agency, ensuring they are equipped to navigate the complexities of media in multiple languages and cultural contexts.

Global Outreach and Representation

Beyond local responsibilities, the NMA is expected to extend its functions internationally. It will develop the Emirates News Agency (WAM) as the official channel for disseminating approved news globally. This includes establishing a network of correspondents and media offices to strengthen international ties and enhance the representation of the UAE in global media forums.

Organizational Structure and Governance

The Decree-Law defines the leadership structure of the National Media Authority, detailing the appointment of a head and a deputy head, alongside the establishment of a board of trustees. Additionally, the appointment of a Secretary-General has been authorized, whose role will involve ensuring the effective implementation of policies and regulations set forth by the Authority.

Financial and Administrative Powers

The National Media Authority will also have the authority to create and manage limited liability companies, subject to Cabinet approval. This enables the Authority to have more flexibility in its operations and in exploring new avenues for revenue generation and investment.

In summary, the establishment of the National Media Authority represents a significant step towards a more coordinated, cohesive, and proactive approach to media in the UAE.
