NATO Member Romania Reports Russian Drone Strike on Apartment Block, Injuring Two

Incident Overview

On Friday, NATO condemned Moscow for what it termed reckless behavior following a drone strike in Romania that injured a woman and a child. The incident occurred in Galati, a southeastern city near the Ukrainian border, where a Russian drone reportedly crashed into an apartment block during an attack on Ukraine. This marks a significant escalation, as it is the first time a densely populated area in a NATO country has been directly impacted by the ongoing conflict.

Details of the Attack

Romania’s defense ministry confirmed that radar detected the drone entering its airspace before it struck the apartment building. Photographs from the scene revealed extensive damage, including charred brickwork on the roof and a fire in a top-floor flat caused by the drone’s explosion. The Romanian authorities reported that the drone was in their airspace for approximately four minutes, flying at a low altitude, which complicated detection efforts.

Local reports indicated that two individuals were hospitalized with minor injuries, while additional residents were treated for panic attacks. Approximately 70 people were evacuated from the building, which sustained damage to its stairwells, elevator shaft, and several vehicles parked nearby.

NATO’s Response

Following the incident, NATO Secretary General Mark Rutte emphasized the alliance’s commitment to defend its member states. He stated that NATO is prepared to “defend every inch of Allied territory” and highlighted the need for enhanced readiness to counter threats, including those posed by drones. Rutte’s statements followed a conversation with Romanian President Nicusor Dan, who expressed concerns over Russia’s actions.

Dan characterized the drone strike as a blatant violation of international law and a direct threat to the safety of Romanian citizens. In light of the incident, Romania’s foreign minister announced that the Russian ambassador had been summoned for discussions, and the country’s top defense council convened to address the situation.

Escalating Tensions in the Region

Romania shares a 650-kilometer (400-mile) border with Ukraine and has reported multiple incursions by Russian drones into its airspace since the onset of the conflict in 2022. The Romanian defense ministry noted that there have been 28 such breaches, raising alarms among NATO member states about the potential for the war to spill over into their territories.

Local resident Stephen Evelyn, an American citizen living in Galati, described the incident as “another provocation by the Russians,” suggesting that such occurrences cannot be dismissed as mere accidents. He called for NATO to take decisive action in response to these threats.

Military Preparedness

In response to the drone strike, Romania scrambled two F-16 fighter jets and deployed a military helicopter to monitor the situation. The pilots were authorized to engage any drones that posed a threat, provided it did not endanger civilian areas. Residents in the border counties of Braila, Galati, and Tulcea were advised to seek shelter.

Romanian Brigadier General Gheorghe Maxim explained that the drone’s low altitude made it difficult for radar systems to detect. Although the U.S. anti-drone system Merops is operational in Romania, it has not yet been fully integrated with the national air defense framework, complicating the response to such threats.

Broader Implications

The drone strike in Romania is likely to heighten tensions along NATO’s eastern flank, as member states remain vigilant about the potential for further escalations. The incident follows a series of airspace violations, including a notable occurrence when over 20 Russian drones entered Polish airspace in early September. In recent weeks, Ukrainian drones have also inadvertently crossed into Baltic airspace, further complicating regional security dynamics.

Romania has formally requested additional anti-drone capabilities from NATO allies, emphasizing the need for low-altitude radar systems and interceptor drones. A NATO spokesperson indicated that the alliance is considering potential additional defensive measures in light of the recent developments.

In a separate incident, authorities in northwestern Romania discovered a drone without an explosive charge, prompting an investigation into its origins.
