Enhancing India’s Data Ecosystem through Technology

In a rapidly evolving technological landscape, the need for advanced data management strategies is more crucial than ever. Chief Economic Advisor V. Anantha Nageswaran recently emphasized the necessity of integrating cutting-edge technologies like Artificial Intelligence (AI) and the Internet of Things (IoT) to elevate the quality of data used in policymaking. His insights were shared during the National Workshop on Using Alternate Data Sources and Frontier Technologies for Policy Making, where he highlighted the interdependency between traditional statistical data and innovative data sources.

The Role of Data in Policymaking

Data is the backbone of effective policymaking, serving as a foundation for informed decisions. Nageswaran iterated that statistical systems generate essential data that complements, rather than substitutes, alternate data sources. This is a critical distinction as it emphasizes a dual approach to data collection and usage. By leveraging both conventional and non-traditional sources, policymakers can make more accurate assessments and predictions.

Synergizing Technology with Human Skill

Nageswaran pointed out that technological advancements, including AI and IoT, should be matched with an equally robust investment in human skill development. The effectiveness of these technologies relies heavily on the manpower’s ability to harness them correctly. This integration requires not only training but also a commitment to ensuring data authenticity and reliability through sophisticated algorithms and design techniques.

Integrating Conventional and Alternate Data Sources

Suman K. Bery, Vice Chairperson of NITI Aayog and Chairman of the EAC to the PM, underscored the path forward for integrating conventional data with alternate sources. He explained that traditional modes of data collection paired with rigorous statistical analysis create a solid evidence base for policymaking. This blending of data sources aims to improve the depth and breadth of the insights available to decision-makers.

Ensuring Quality of Administrative Data

Bery also highlighted the pressing need to secure the quality of administrative data. Reliable data is vital for drawing actionable insights. The integration of traditional data with modern methods should not compromise the quality but rather enhance it, ensuring that policies are built on robust, credible evidence.

The Building Blocks for a Modern Data System

Statistics and Programme Implementation Secretary Saurabh Garg discussed the foundational pillars necessary for incorporating alternative data sources into India’s national statistical infrastructure. He outlined five key elements:

  1. Meta Data Structures: These frameworks help organize and interpret data efficiently.
  2. International and National Classifications: Standardizing categories across different data sources allows for easier comparison and analysis.
  3. Unique Identifiers: These tools ensure accuracy and consistency while tracking datasets.
  4. Self-Quality Assessment Tools: Enabling data providers to evaluate the quality of their information enhances reliability.
  5. Reconciliation of Diverse Data: Aligning different data sets is crucial for comprehensive analysis.

These building blocks are vital for achieving a harmonized data ecosystem that is both practical and valuable for various stakeholders.

Empowering the Data Governance Framework

P. R. Mesharam, Director General of Data Governance for the Ministry of Statistics and Programme Implementation (MoSPI), stressed the historical significance of well-established statistical products in promoting evidence-based policymaking in India. He asserted that exploiting alternative data sources alongside robust statistical methods is imperative for developing a more resilient data ecosystem, capable of delivering real-time insights for decision-making.

Publishing Key Insights

On the inaugural day of the workshop, MoSPI released its annual publication "EnviStats India, 2025: Environment Statistics." This report serves as a key resource for policymakers and researchers, providing a comprehensive overview of India’s environmental landscape. Such publications are critical for disseminating knowledge and fostering informed discussions within the policy framework.


As India continues to navigate the complexities of modernization and data governance, the integration of traditional and innovative data sources, supported by technological advancements, will be central to shaping effective and resilient policymaking strategies.
