Iran’s negotiating team landed in Islamabad on Friday for critical peace talks with the United States. This development comes as Tehran insists on preconditions that must be met before discussions can commence, casting uncertainty over the scheduled meetings in Pakistan.

Ceasefire Announcement and Its Implications

On Tuesday, U.S. President Donald Trump declared a two-week ceasefire in the ongoing conflict that has persisted for six weeks. This announcement came just hours before a deadline, during which Trump had threatened severe repercussions for Iran. The ceasefire has effectively halted U.S. and Israeli airstrikes on Iranian targets; however, it has not resolved the blockade of the Strait of Hormuz, which has led to unprecedented disruptions in global energy supplies. Additionally, tensions remain high due to ongoing hostilities between Israel and Iran-backed Hezbollah in Lebanon.

Iran’s parliamentary Speaker, Mohammad Baqer Qalibaf, stated on social media platform X that Washington had previously agreed to unblock Iranian assets and to a ceasefire in Lebanon. He emphasized that negotiations would not commence until these commitments were fulfilled.

Composition of the Iranian Delegation

Reports from Iranian state media indicate that Qalibaf arrived in Islamabad with a delegation comprising senior political, military, and economic officials. This includes Iran’s foreign minister, the secretary of the defense council, the central bank governor, and several members of parliament. The delegation’s composition underscores the seriousness with which Iran is approaching these talks.

While the White House has yet to respond to Iran’s demands, Trump remarked that the only reason Iran remains in a position to negotiate is due to its current circumstances. He stated, “The Iranians don’t seem to realize they have no cards, other than a short-term extortion of the World by using International Waterways. The only reason they are alive today is to negotiate!”

U.S. Vice President JD Vance, who will lead the American delegation, expressed optimism about the talks but cautioned that any attempts by Iran to manipulate the situation would not be well-received.

The Stakes of the Negotiations

Iran has faced significant challenges in accessing tens of billions of dollars in assets held in foreign banks, primarily due to U.S. sanctions targeting its banking and energy sectors. In a national address on Friday night, Pakistani Prime Minister Shehbaz Sharif outlined the stakes involved in the negotiations. He described the upcoming discussions as a “make-or-break phase” for achieving a permanent ceasefire and resolving complex issues through dialogue.

Ongoing Conflict: Israel and Hezbollah

The conflict between Israel and Hezbollah continues unabated, with both the U.S. and Israel asserting that their military actions against Hezbollah are not part of the agreed ceasefire. Lebanon’s presidency confirmed that a telephone call took place between Lebanese and Israeli ambassadors in Washington, aimed at securing a ceasefire and initiating negotiations. A preliminary meeting is scheduled for Tuesday at the U.S. State Department, facilitated by U.S. mediation.

Despite the ceasefire announcement, Israel launched significant attacks shortly after, resulting in over 350 fatalities in densely populated areas, according to Lebanese authorities. Israeli airstrikes persisted in southern Lebanon, with one attack on a government building in Nabatieh reportedly killing 13 members of Lebanon’s state security forces. In retaliation, Hezbollah announced that it had launched rocket salvos at northern Israeli towns.

Since March 2, Lebanese authorities report that at least 1,953 individuals have lost their lives due to Israeli strikes.

Iran’s Stance and Future Demands

The hardline position taken by Iran’s leadership ahead of the negotiations follows a defiant statement from the new Supreme Leader, Ayatollah Mojtaba Khamenei. Khamenei, who has not yet appeared publicly since succeeding his father, asserted that Iran would demand compensation for all wartime damages, stating, “We will certainly not leave unpunished the criminal aggressors who attacked our country.”

While Trump has claimed victory and diminished Iran’s military capabilities, the war has not fulfilled many of its initial objectives, such as preventing Iran from striking its neighbors, dismantling its nuclear program, and facilitating regime change within Iran. The country retains missiles and drones capable of targeting its neighbors, along with a stockpile of over 400 kg (900 pounds) of uranium enriched close to weapons-grade levels.

Economic Consequences and Regional Power Dynamics

Tehran’s agenda for the talks includes significant concessions, such as the lifting of sanctions that have crippled its economy for years and recognition of its authority over the Strait of Hormuz. This would allow Iran to collect transit fees and exert control over access, marking a substantial shift in regional power dynamics.

As of Friday, Iranian vessels were navigating the Strait of Hormuz without obstruction, while ships from other nations remained constrained. The disruption to energy supplies has contributed to rising inflation and slowed global economic growth, with lasting impacts anticipated even if negotiations succeed in reopening the strait.

Recent U.S. inflation data revealed a 0.9 percent increase in consumer prices for March, the highest rate since mid-2022, highlighting the economic ramifications of the ongoing conflict.
