FHA commissioner predicts growth in manufactured housing following federal reforms

Published:

Recent changes to federal regulations governing manufactured housing could significantly enhance the sector’s growth, according to Matt Jones, a senior official at the U.S. Department of Housing and Urban Development (HUD). The reforms, part of the 21st Century Road to Housing Act, eliminate the requirement for manufactured homes to include a permanent steel chassis, potentially increasing the supply of affordable housing options.

Jones, who is also President Donald Trump’s nominee for FHA commissioner, emphasized that this seemingly minor adjustment could lead to a substantial acceleration in the production of factory-built homes. Speaking at the Mortgage Bankers Association’s annual conference in Chicago, he noted that many modular homes may now qualify as manufactured housing under the federal HUD code, which supersedes local building regulations.

Impact of Regulatory Changes

With the removal of the chassis requirement, Jones anticipates that modular builders will benefit from code preemption, compelling states to update their building codes to align with federal standards. “We expect a significant acceleration of factory-built, non-site-built housing,” he stated. This shift could make factory-built homes more appealing, as they are often cheaper and more efficient to construct than traditional homes.

Despite the advantages, the manufactured housing sector has faced challenges, including stringent financing and zoning regulations, as well as lingering stigmas associated with “trailer homes.” Jones pointed out that modern factory-built homes have evolved significantly, making them nearly indistinguishable from site-built homes. “It’s remarkable,” he said, highlighting the aesthetic improvements in contemporary manufactured housing.

Future of Manufactured Housing

In addition to the new federal law, HUD has initiated rulemaking to eliminate the chassis requirement for multistory manufactured homes, allowing for innovative construction methods. Earlier this month, HUD showcased this new approach at its annual Innovative Housing Showcase on the National Mall.

Jones also mentioned that the changes could blur the lines between manufactured and modular housing, enabling builders to leverage the benefits of both categories. This could enhance financing options for buyers, as modular homes typically have broader financing availability.

Furthermore, HUD has unveiled an action plan aimed at accelerating manufactured housing construction, which includes updating energy efficiency standards and design codes. Ginnie Mae President Joseph M. Gormley noted that there is increasing support in the secondary mortgage market for loans secured by manufactured homes, indicating a growing investor interest in this sector.

Market Trends and Opportunities

Data from the Mortgage Bankers Association (MBA) indicates that loan originations for manufactured homes have been on the rise, maintaining a share of over 3.5% of total originations for the past three years. This trend reflects a potential opportunity to replenish the affordable housing stock, which remains critically low.

Joel Kan, MBA’s Deputy Chief Economist, stated that the recent reforms could enhance the quality and appeal of manufactured homes, making them a viable solution for affordable housing needs. However, he cautioned that state-level distinctions regarding mortgage qualifications could pose challenges for broader adoption.

Overall, the recent federal reforms and evolving market dynamics suggest a promising future for the manufactured housing sector, with the potential to address pressing housing affordability issues across the United States. For further insights, refer to Realtor.com.
