Enrollment in Dubai’s Higher Education Sector Increases by Nearly 20%

Dubai is rapidly establishing itself as one of the world’s foremost higher education hubs, evidenced by a remarkable 20% increase in total student enrollment across private institutions for the 2024–25 academic year. According to insights from Dubai’s Knowledge and Human Development Authority (KHDA) and L.E.K. Consulting, the number of international students is surging even more dramatically, rising by an impressive 29%.

With over 42,000 students currently enrolled across 41 private higher education institutions that are licensed by the KHDA, the landscape is evolving rapidly. Notably, international students now comprise 35% of the total student body, a figure that is projected to grow as part of Dubai’s ambitious Education 33 strategy.

This academic year saw the launch of four new international universities, underscoring strong investor confidence in Dubai’s educational sector. The data marking this positive shift was shared during a high-profile briefing held by L.E.K. Consulting, which gathered key policymakers, investors, and higher education leaders to discuss Dubai’s aspiration to become a world-class center for transnational education.

Dubai’s Vision for Education

“Dubai’s continuous transformation into a global educational hub is a testament to our leadership’s strategic vision and the ambitious goals outlined in the Dubai Plan 33,” stated Dr. Wafi Dawood, CEO of the KHDA. He emphasized that through the Education 33 initiative, Dubai aims to establish itself not just as a destination for outstanding education, but as a vibrant center of knowledge, innovation, and opportunity.

Part of this initiative includes the KHDA’s City of Students program, which envisions increasing the proportion of international students to 50% by 2033. This ambitious plan is designed to elevate the emirate’s reputation as a premier study destination, attracting learners from around the globe.

Attractive Opportunities for Universities and Students

Ashwin Assomull, a partner and head of the Global Education Practice at L.E.K. Consulting, noted that Dubai’s higher education market represents “one of the most compelling growth markets globally.” He highlighted key features including a student-friendly infrastructure, the presence of global universities, and a favorable regulatory and cost environment.

Moreover, Dubai is viewed as a significant opportunity for international universities looking to adapt to the evolving needs of both local and international learners. Assomull asserted that the tightening regulatory landscape in traditional anglophone markets is driving educational institutions and students alike to seek alternative hubs.

Emirati Student Involvement

The briefing also brought attention to the noticeable increase in participation from Emirati students, with enrollment in international universities up 22% year-on-year. This statistic reinforces Dubai’s appeal as an education destination, drawing both domestic and foreign students seeking quality academic programs.
