Younus Al Nasser, CEO of the Dubai Data & Statistics Establishment under Digital Dubai, emphasized this during a recent panel at the GITEX Europe technology exhibition in Berlin. The emirate’s focus on AI follows a meticulous approach to infrastructure development that spans 2014 to 2020, allowing seamless integration of AI into existing systems.

Al Nasser highlighted that each policy established within this framework has an expiry date, allowing for automatic renewals to keep pace with rapid technological changes. Recent assessments, such as the Boston Consulting Group’s 2024 AI Maturity Matrix, classify the United Arab Emirates as an “AI Contender,” showcasing its significant strides in AI preparedness and adoption.
Global Rankings and Achievements
In recognition of its efforts, Dubai recently climbed eight positions to rank fourth globally in the IMD Smart City Index 2025, marking its highest-ever placement. The emirate also secured the 11th position in the UN E-Government Development Index 2024, reinforcing its reputation as a pioneer in leveraging technology for public service enhancement and infrastructure development.
Challenges in AI Adoption: Insights from Europe
During the panel discussion, other speakers highlighted the challenges faced by European companies in AI adoption. Antonia Bruhn from Amazon Web Services noted that European firms allocate 40% of their tech budgets to regulatory compliance, describing it as a challenging environment where policies are continually evolving. Dr. Carolina Pinart of Nestle echoed this sentiment by highlighting the importance of a “responsible AI” approach, emphasizing controlled instances where sensitive data remains secure.
