Dubai Properties and Assets Worth ₹307 Cr Seized in Fairplay Case

The Enforcement Directorate (ED) recently took a significant step in its ongoing money laundering probe by attaching assets valued at ₹307.16 crore linked to Fairplay, an alleged illegal online betting platform. These assets include bank deposits, plots of land, villas, and flats located in Dubai, marking a substantial expansion in the scope of assets targeted by the investigation. This move raises the total value of attachments and seizures to approximately ₹651.31 crore in connection with the Fairplay case.

The investigation began after Viacom18 Media registered a case accusing Fairplay and other parties of causing over ₹100 crore in lost revenue by illegally broadcasting Indian Premier League (IPL) cricket matches during 2023. This initial allegation triggered the ED to delve deeper into Fairplay’s operations. The probe eventually uncovered that Fairplay was involved in illegal online betting activities, leading to a broader scrutiny of their financial dealings. An ED official highlighted the gravity of the situation, stating that the proceeds of crime related to this case reportedly exceed several hundred crores.

Delving into the financial operations, ED officials revealed that Fairplay managed an intricate network comprising over 400 bank accounts, attributed to shell companies and pharmaceutical firms. These firms engaged in bogus billing practices, which facilitated the siphoning of funds. The ill-gotten money was then funneled to overseas shell companies based in Hong Kong and Dubai, highlighting an extensive international money laundering scheme. This complicated financial web was part of how Fairplay funneled profits generated from its illicit activities.

Further investigations shed light on Fairplay’s global business arrangements. The company purportedly entered agreements through foreign entities based in Dubai and Curacao to promote their platform. However, these agencies allegedly neglected to perform due diligence on the platform’s actual operations, raising questions about complicity or negligence in enabling such illegal activities.

A key figure in this network is Krish L Shah, identified by the ED as the alleged mastermind behind Fairplay. Shah reportedly registered multiple companies across various jurisdictions, including Play Ventures NV and Dutch Antilles Management NV in Curacao, Fair Play Sport LLC and Fairplay Management DMCC in Dubai, and Play Ventures Holding Limited in Malta. These entities collectively facilitated the wide-ranging operations of Fairplay, giving it a significant international footprint.

According to ED sources, Shah operated the platform primarily from Dubai, supported by associates like Anil Kumar Dadlani among others. Investigators believe Shah, his family members, and close associates have accumulated a considerable portfolio of movable and immovable assets, either directly under their names or through relatives, particularly in the UAE.

The ED has conducted several search operations since the investigation’s peak, notably in June, August, September, and October 2024. These raids resulted in the seizure of numerous movable assets and the recovery of critical documents and digital devices that potentially hold evidence related to the case. Furthermore, in February 2024, the agency arrested two key individuals, Chintan Shah and Chirag Shah, who are believed to play pivotal roles in the operations of Fairplay.

This ongoing investigation highlights the complexity of tackling illegal online betting activities that often span multiple countries and involve sophisticated financial tricks. The ED’s efforts to trace and attach vast sums of assets associated with Fairplay signify a robust crackdown on such criminal enterprises, aiming to dismantle their operations and recover illicit funds.
