DLD and Awqaf Dubai Introduce New Property Classification System

Collaboration to Evaluate and Classify Awqaf Properties According to DLD Standards

The Dubai Land Department (DLD) has recently taken a significant step in enhancing real estate management by signing a memorandum of collaboration with the Awqaf and Minors Affairs Foundation. This partnership aims to develop properties within the Foundation’s real estate portfolio, enhancing their competitiveness within Dubai’s bustling market. The initiative will be carried out through DLD’s Building Classification Project, fostering cooperation across various areas of mutual interest.

Key Figures in the Memorandum Signing

The memorandum was officially signed at DLD’s headquarters by Mr. Majid Al Marri, CEO of the Real Estate Registration Sector, and His Excellency Khalid Al Thani, deputy secretary-general of Awqaf Dubai. Alongside them were several division managers and prominent CEOs from both entities, underscoring the collaborative spirit and shared objectives of the partnership.

Areas of Collaboration

The memorandum outlines several key areas where DLD and Awqaf Dubai will work together. A primary focus is the evaluation and classification of properties owned by the Awqaf and Minors Affairs Foundation according to DLD-approved standards. This initiative will not only involve the classification of properties but also a revaluation of the Foundation’s assets to reflect any improvements made. Additionally, the collaboration enables inquiry services related to lands and properties associated with deceased individuals, minors, and others in similar legal situations, offering access to all pertinent documentation.

Innovative Management Mechanisms

Mr. Al Marri articulated the significance of this collaboration, emphasizing the commitment to inter-government partnerships aimed at public benefit. He said, “Through this memorandum, we will work on developing and classifying the Foundation’s properties according to the highest standards.” This initiative is also about embracing innovative management mechanisms to provide efficient and transparent management of properties related to deceased individuals and minors. The overarching goal is to promote sustainability within Dubai’s real estate landscape, aligning with the emirate’s vision of a thriving future.

Khalid Al Thani echoed these sentiments, highlighting the Foundation’s dedication to inclusivity and sustainability through strategic cooperation. The partnership is set to enhance the Foundation’s real estate portfolio, ensuring that properties are competitively classified according to technical standards, awarding appropriate star ratings to each building.

Establishing a Shared System

One of the transformative aspects of this memorandum is the establishment of a shared system between DLD and Awqaf Dubai. This system aims to facilitate easy access to endowment property data, thereby streamlining various administrative requests. By doing so, the quality of services offered will improve, creating a more integrated model of government cooperation.

Enhanced Access to Valuation Systems

A notable feature of the memorandum is that designated personnel from the Foundation’s Inheritance Department will gain access to DLD’s Ejari valuation system. This access will enable them to verify rental contracts pertinent to deceased individuals and minors quickly and efficiently. The collaborative system will be further enhanced to allow for various requests, ranging from cancellation studies to land valuation inquiries, forming a comprehensive resource for users.

Building Classification Project Criteria

The Building Classification Project under DLD is grounded in five essential criteria aimed at achieving accurate survey results. These criteria encompass engineering and technical standards, sustainability, comprehensive documentation, health and safety regulations, and management/finance considerations. Each criterion comprises targeted questions designed to gather detailed data, which will then determine the property’s classification based on a star rating system, ranging from 1 to 4 stars, with an additional 4+ rating for buildings that excel in sustainability.

The Building Classification Project offers a broad array of proactive services for stakeholders in the real estate sector. Investors, property owners, tenants, real estate developers, government entities, and private companies will all benefit from the streamlined processes and enhanced classifications, ultimately contributing to a more robust and dynamic real estate environment in Dubai.
