Despite the warm exchanges, the summit did not yield a breakthrough in the long-discussed gas deal, which has been under negotiation for over a decade.

Formal Welcome and Strategic Discussions

President Xi welcomed President Putin at the Great Hall of the People, where an honour guard and a gun salute marked the occasion. As children waved flags of both nations, the leaders engaged in formal discussions, which were expected to conclude with a private meeting over tea. This summit follows closely on the heels of a visit by U.S. President Donald Trump to Beijing, making the optics of Xi and Putin’s meeting particularly noteworthy.

During the talks, Xi emphasized the importance of focusing on long-term strategies and advocated for a “more just and reasonable” global governance system. He stated, “China-Russia relations have reached this level because we have been able to deepen political mutual trust and strategic cooperation.” Putin echoed these sentiments, asserting that Russian-Chinese ties had “reached a truly unprecedented level and continue to develop.”

Energy Cooperation and Pipeline Prospects

Ahead of the summit, Moscow indicated its desire to secure additional energy agreements with China, the largest importer of Russian oil. This includes discussions around pipeline supplies and maritime shipments. During Putin’s previous visit in September 2025, Gazprom, Russia’s state gas company, announced that both nations had agreed to advance plans for the Power of Siberia 2 gas pipeline. This ambitious project aims to transport 50 billion cubic meters of gas annually to China through Mongolia, complementing the existing Power of Siberia 1 pipeline.

While Xi acknowledged the importance of energy cooperation, he did not specifically mention the pipeline during the summit. Key issues, including gas pricing, remain unresolved, and analysts predict that negotiations could extend for years. The Kremlin noted that both sides reached a “general understanding on the parameters” of the project, but no concrete details or timelines were established.

Ceremonial Comparisons and Diplomatic Nuances

The Kremlin has expressed “serious expectations” for Putin’s visit, which includes a banquet and a tea session where the leaders will discuss key international issues informally. Xi’s tradition of hosting visiting leaders over tea is often seen as a reflection of his respect for his guests. In previous meetings, such as one in May 2024, Xi and Putin engaged in discussions without ties, symbolizing a more relaxed diplomatic atmosphere.

In contrast, Trump’s recent visit featured a more choreographed approach, including a stroll through a secret garden and a tour of the Temple of Heaven. Kremlin spokesman Dmitry Peskov remarked that comparisons between the ceremonies for Putin and Trump were unnecessary, urging a focus on the substance of the discussions.

As the summit commenced, China’s commerce ministry confirmed a significant purchase of 200 Boeing jets, a deal announced by Washington following the Trump-Xi summit. This move signals China’s intent to stabilize its economic and trade relations with the U.S., independent of its commitments to Russia. Additionally, Beijing aims to extend the trade truce with the U.S. and advocate for reciprocal tariff reductions on over $30 billion of goods.

The Evolving China-Russia Partnership

The so-called “no limits” partnership between China and Russia has gained strength in the wake of Western sanctions imposed on Russia due to the ongoing conflict in Ukraine. During the summit, Xi and Putin oversaw the signing of 20 cooperation documents, with an additional 20 anticipated, according to the Kremlin.

Both leaders jointly issued a statement aimed at enhancing comprehensive strategic coordination and promoting a multipolar world order. The declaration highlighted the increasing risks and challenges facing global peace and development, warning of a potential fragmentation of the international community and a return to the “law of the jungle.”

The significance of these joint statements and agreements, regardless of their substantive content, is underscored by experts. Patricia Kim, a foreign policy fellow at the Brookings Institution, noted that such declarations reinforce the message that the China-Russia partnership remains robust and coordinated across various strategic issues.

Putin, who has referred to Xi as a “dear friend,” visited at a time when bilateral trade is on the rise following a downturn last year. The strengthening ties between the two nations are indicative of their shared interests in navigating the complexities of the current global landscape.
