Dubai: The Child Digital Safety Council recently held a media briefing to announce a Cabinet Decision aimed at regulating children’s access to social media platforms. This initiative outlines provisions and implementation mechanisms in collaboration with relevant authorities. The event featured Sana bint Mohammed Suhail, Minister of Family and Chairperson of the Child Digital Safety Council, alongside key figures from various governmental and regulatory bodies.

Key Developments in Child Digital Safety

The briefing took place at Creators HQ in Dubai and included notable attendees such as Eng. Majed Sultan Al Mesmar, Director-General of the Telecommunications and Digital Government Regulatory Authority (TDRA), Dr. Hussein Abdulrahman Al Rand from the Ministry of Health and Prevention, and Maitha Majid Al Suwaidi, CEO of the Media Strategy and Policy Sector at the National Media Authority. Representatives from local and international media organizations and content creators were also present.

Sana bint Mohammed Suhail emphasized that the establishment of a national framework for child digital safety is a strategic pillar of the UAE’s vision for human development. This initiative aligns with the leadership’s commitment to child protection and family empowerment, which are fundamental to the nation’s developmental journey.

Legislative Framework and Implementation

The UAE is actively advancing its legislative and policy frameworks to adapt to the rapidly evolving digital landscape. This effort aims to create a sustainable and safe digital environment that supports children’s healthy development and enhances quality of life, particularly in line with the objectives of the Year of Family and the UAE Centennial 2071.

The Minister of Family described the Decision as a significant milestone in the UAE’s ongoing efforts to create forward-looking policies that align with global digital advancements. As digital platforms become integral to children’s lives, it is essential to establish a regulatory framework that allows them to benefit from these opportunities safely.

The Decision is founded on a proactive and preventive philosophy, regulating access to social media through clear, age-appropriate safeguards. This ensures that children can learn, explore, and develop while minimizing risks associated with inappropriate or unsupervised use.

Shared Responsibility and Parental Guidance

The framework establishes a model of shared responsibility, clearly defining the roles of government entities, digital platforms, and families. This approach aims to enhance the effectiveness of the UAE’s national framework for protecting children in the digital space. The Child Digital Safety Council will continue to develop practical tools and guidance to assist parents in overseeing their children’s use of modern technologies.

Sana bint Mohammed Suhail noted that the Decision introduces a graduated set of safeguards tailored to children’s evolving needs. This ensures a balance between nurturing their capacity to learn and providing age-appropriate protection, thereby supporting healthy development in the digital environment.

The Decision sets the minimum age for creating and operating personal social media accounts at 15 years. Platforms are required to prevent children below this age from creating accounts or accessing full interactive features. For children aged 15 to 16, access will be allowed within an enhanced protection framework that includes restrictions on high-risk features and parental supervision tools.

Comprehensive Legislative Framework

The Decision reinforces the UAE’s extensive legislative framework for child and family protection, which includes over 50 legislative and regulatory instruments. It also mandates digital platforms to implement robust age verification mechanisms that prioritize privacy and adhere to data minimization principles.

To facilitate effective implementation, platforms will receive a transitional period to achieve full compliance within a structured regulatory oversight framework. This aims to enhance the consistency and long-term sustainability of enforcement.

Eng. Majed Sultan Al Mesmar stated that the Decision establishes a clear regulatory framework defining the responsibilities of social media platforms operating in the UAE. This framework is designed to create a safer digital environment for children while ensuring compliance with established regulatory and technical standards.

Age Verification and Compliance Monitoring

The Decision emphasizes age verification as a fundamental pillar of child protection. It requires reliable mechanisms that uphold the highest standards of privacy and personal data protection. The TDRA will oversee compliance with the Decision and take necessary regulatory actions in case of violations.

Social media platforms will have a 12-month transitional period to meet new compliance obligations, allowing them to upgrade their systems in line with regulatory requirements. This phased approach is intended to support sustainable implementation according to international best practices in digital governance.

Dr. Hussein Abdulrahman Al Rand highlighted that the Decision reflects a holistic understanding of public health, extending beyond physical wellbeing to include mental, behavioral, and digital health. The Ministry of Health and Prevention collaborates with national institutions to deliver preventive programs that promote balanced digital engagement and strengthen the mental wellbeing of children and adolescents.

Monitoring and Future Developments

Maitha Majid Al Suwaidi emphasized that the Decision enhances the UAE’s media governance framework for child protection. It elevates the responsibility of media organizations and digital platforms to provide age-appropriate content that meets children’s developmental needs. The National Media Authority will continuously monitor media content directed at children to ensure compliance with national standards.

The implementation of the Decision will be closely monitored to ensure it evolves in response to emerging developments and challenges. The success of this initiative will be measured by its effectiveness in enhancing children’s safety in the digital environment and empowering families.

Eng. Abdulrahman Al Marzouqi affirmed that the UAE’s implementation of the Decision is supported by strategic partnerships with leading social media platforms. These platforms have shown a commitment to complying with national laws, particularly those related to child protection.

The Decision establishes an advanced age verification framework utilizing reliable technological and regulatory mechanisms, including the UAE PASS and AI-powered age estimation technologies. Self-declaration of age will not be accepted as valid verification, ensuring robust protective measures.

Social media platforms are required to address non-compliant accounts and prevent circumvention of age verification mechanisms. Competent authorities will issue guidance and technical requirements to ensure effective implementation, thereby strengthening enforcement efficiency and supporting the UAE’s child digital safety ecosystem.
