As summer approaches, Dubai’s government employees are set to benefit from a renewed initiative aimed at enhancing work-life balance. The Dubai Government has announced flexible working hours for its employees during the summer months, a program that first launched in 2024. This year, the initiative, titled “Our Flexible Summer,” will run from June 29 to September 10, 2026, and is managed by the Dubai Government Human Resources Department (DGHR).

Overview of the Flexible Working Hours Scheme

The “Our Flexible Summer” initiative is not merely a vague promise of flexibility; it outlines specific working arrangements for different employee groups. Employees in the first group will work seven hours a day from Monday to Thursday and four and a half hours on Friday. In contrast, those in the second group will work eight hours a day from Monday to Thursday, with Fridays off entirely.

Both arrangements maintain a consistent total of weekly hours without any reduction in pay. The first group condenses their workweek into shorter daily hours, while the second group enjoys a longer weekend by compressing their hours into four days. Additionally, government entities may implement further flexible hours and remote working options based on operational requirements.

Historical Context and Development

The flexible working hours initiative is not a new concept. It began as a pilot program in the summer of 2024, involving 15 government entities. Employees were divided into two groups: one compressed their hours into four days with Fridays off, while the other worked shorter hours throughout the week. This pilot resulted in a remarkable 98 percent improvement in employee satisfaction, as measured by the Dubai Government Excellence Programme.

In 2025, the program was expanded and rebranded to include all Dubai government entities, running from July 1 to September 12. This expansion was aligned with the UAE’s Year of Community, aimed at supporting families during school holidays. The current iteration marks the third consecutive year of the program, starting a week earlier than in previous years and extending through the peak summer heat.

Benefits of the Long Weekend

The implications of this initiative extend beyond mere numbers. For employees in the second group, the full Friday off effectively creates a three-day weekend from Thursday evening through Sunday. This extended weekend aligns with school holidays, making family travel and leisure activities more accessible without the need to use annual leave. Employees can enjoy outings to the beach or weekend getaways simply by completing their work on Thursday.

This initiative reflects Dubai’s commitment to fostering future-ready workplaces that prioritize employee wellbeing. By allowing employees to spend more quality time with their families during the summer, the program aims to strengthen family bonds and enhance overall social cohesion, aligning with the Year of Family goals for 2026.

Broader Context of Worker Protections

“Our Flexible Summer” is part of a larger framework of summer worker protections that Dubai and the UAE have been developing over the years. The UAE’s annual midday work ban, now in its 22nd year, prohibits outdoor work under direct sunlight between 12:30 PM and 3 PM from June 15 to September 15. Companies that violate this regulation face fines of AED 5,000 per worker, up to a maximum of AED 50,000.

Together, the midday work ban and the flexible working hours initiative address the summer challenges from different angles. The midday ban protects outdoor workers from extreme heat, while the flexible hours scheme restructures the indoor workweek to provide office-based employees with more time and control during the hottest months of the year.

Abdullah Ali bin Zayed Al Falasi, Director General of DGHR, emphasized that the initiative demonstrates that employee wellbeing and quality of life do not compromise performance. Instead, they are crucial for institutional success and long-term sustainability.

For government employees commencing the new schedule on June 29, this initiative represents more than just a policy change; it signifies a shift towards a more balanced and fulfilling work-life dynamic.
