CEPI Allocates $60 Million to Moderna and Partners for Rapid Ebola Vaccine Development
Global health organization Coalition for Epidemic Preparedness Innovations (CEPI) has announced a funding initiative of approximately $60 million to accelerate the development of vaccines against Ebola Bundibugyo, a lethal virus currently affecting eastern Democratic Republic of Congo. This funding will be directed towards Moderna and two additional research groups, highlighting the urgency of addressing this public health crisis.
Background on the Ebola Bundibugyo Outbreak
Ebola Bundibugyo virus (BDBV) has recently seen a surge in cases, with the Democratic Republic of Congo reporting 321 confirmed cases and 48 fatalities, as per the latest government data. The Africa Centres for Disease Control and Prevention and the World Health Organization (WHO) have classified the outbreak as a public health emergency, with an additional nine cases confirmed in Uganda, including one death. The ongoing security challenges in eastern Congo complicate the situation further, making vaccine trials particularly difficult.
Richard Hatchett, the CEO of CEPI, indicated that it may be feasible to prepare BDBV vaccines for clinical trials within a few months. He emphasized the importance of initiating discussions regarding procurement and funding for potential vaccine rollouts, although he cautioned that the unpredictability of vaccine development poses significant challenges.
Investment in Vaccine Development
CEPI’s commitment includes up to $50 million specifically for the preclinical and early clinical development of Moderna’s investigational BDBV vaccine candidate. This funding aims to facilitate manufacturing and advance the vaccine into later-stage trials, contingent upon positive early data. Moderna’s Chief Executive, Stephane Bancel, noted that preclinical models have shown promising results, and the goal is to develop a vaccine that effectively prevents the disease while simplifying the dosing regimen.
The specifics of the dosing strategy remain to be determined, with initial trials planned to clarify whether the vaccine will require one or two doses. Bancel reiterated the company’s commitment to expedite the process without compromising safety, emphasizing the need for trials to be conducted in Africa.
Collaborative Efforts and Additional Funding
In addition to the investment in Moderna, CEPI has allocated $8.6 million for a vaccine developed by the University of Oxford, which will be manufactured by the Serum Institute of India. Furthermore, an initial $3.2 million has been designated for a vaccine candidate developed by the International AIDS Vaccine Initiative (IAVI). IAVI’s single-dose Bundibugyo vaccine candidate utilizes the same technology as Merck’s approved Ervebo vaccine for the Zaire strain of Ebola, which has demonstrated survival benefits in animal studies.
Mark Feinberg, CEO of IAVI, expressed uncertainty regarding which partners would be responsible for organizing or conducting clinical trials for their vaccine candidate. He noted that previous studies during the West African Ebola outbreak (2014-2016) were supported by U.S. agencies and the WHO. However, he highlighted that the WHO has indicated it will not assume a similar role in future trials, necessitating significant funding to advance into clinical phases.
Technological Innovations in Vaccine Development
The Oxford vaccine candidate, ChAdOx1 Bundibugyo, employs the same technology as the Oxford/AstraZeneca COVID-19 vaccine. Hatchett pointed out that both Oxford and Serum have previously demonstrated their ability to prepare doses for trials in as little as six weeks during the Rift Valley Fever outbreak in Mauritania and Senegal, a significant improvement over traditional timelines that often extend for years.
Once a vaccine is successfully developed, ensuring access to the necessary doses will be a critical next step. Hatchett noted that approximately 300,000 doses of Ervebo were required to control the Ebola Zaire outbreak from 2018 to 2020 in a similar region of Congo.
Broader Implications and Support
In a related effort, the global vaccine alliance Gavi has committed up to $50 million to support the Ebola response, while the World Bank’s Pandemic Fund has announced grants totaling up to $220.6 million. These financial commitments underscore the international community’s recognition of the urgent need for effective vaccines and treatments to combat the ongoing Ebola outbreak.
