Dr. Sultan Al Nuaimi Emphasizes Strategic Independence and the ‘War of Narratives’ in UAE’s Media Landscape

Dubai: A recent discussion session at the Dubai Press Club featured His Excellency Dr. Sultan Mohammed Al Nuaimi, Director General of the Emirates Center for Strategic Studies and Research, alongside Hamed bin Karam, Editor-in-Chief of Al Bayan newspaper. The session, titled “Geopolitical Developments in the Region and Their Impact on Media Discourse,” provided an insightful analysis of the evolving concept of narratives and their political implications.

Dr. Al Nuaimi articulated that contemporary narratives have evolved from merely conveying “raw news” to serving as comprehensive frameworks that significantly influence public beliefs and perceptions. He highlighted that effective media narratives are structured around targeted storylines aimed at specific audience segments through various platforms, including newspapers, radio, and television. This transformation allows events to be presented not just as information but as impactful stories.

The War of Minds: Confrontation in National Awareness

In discussing the “war of narratives,” Dr. Al Nuaimi pointed out that the UAE is engaged in a parallel “war of minds,” which exists alongside tangible threats such as missiles and drones. He emphasized that while rebuilding physical infrastructure is feasible, the more profound challenge lies in the attempts to “assault awareness” and distort public understanding. He cited past instances, such as the portrayal of Dubai as a ghost city in 2008, as examples of misleading narratives that serve as a “tax on success.” According to Dr. Al Nuaimi, these narratives aim to undermine the Emirati model, which reflects the nation’s ability to convert challenges into opportunities, prompting adversaries to seek to alter national certainties.

The Semiotics of Misinformation: Deconstructing Hostile Linguistic Strategies

Dr. Al Nuaimi reviewed findings from a specialized study on the linguistic strategies employed by Iranian media, illustrating how language can be politicized to distort reality. He provided examples of lexical manipulation, such as the use of the term “sheikhdom” to suggest political backwardness and the derogatory term “A‘rab” instead of “Arabs.” He also noted how militias are labeled as the “legitimate government,” while recognized governments are described as having “fled.” He affirmed that the UAE adopts an approach of “clarification, not justification,” quoting Paulo Coelho: “Don’t explain yourself; your friends don’t need it, and your enemies won’t believe you.” Dr. Al Nuaimi stressed that the UAE’s sovereign decisions do not require validation from those who have already chosen hostility.

Strategic Independence and Sovereign Positioning in the Energy Sector

Addressing the energy sector, Dr. Al Nuaimi emphasized the UAE’s commitment to “strategic independence” as a fundamental principle aimed at safeguarding its supreme interests. He referenced recent national directives in the energy sector that operate beyond traditional frameworks, including OPEC, as sovereign decisions supported by substantial investments totaling USD 120 billion. He criticized international news agencies, such as Reuters, for applying outdated standards to the current geopolitical landscape, asserting that the UAE is a dynamic state focused on strategic positioning that prioritizes the interests of its populace.

Societal Immunity and Loyalty Based on Absolute Conviction

Dr. Al Nuaimi underscored that the ultimate defense against media warfare is the Emirati society itself. He noted that loyalty in the UAE is rooted in “absolute conviction” in the leadership’s vision, distinguishing it from “blind obedience.” He cautioned against creating any “media vacuum” that could be exploited by adversaries to impose their narratives. He praised the national cohesion among citizens and residents, whom he referred to as “our Emirati people who are non-citizens,” highlighting their genuine sense of belonging to the Emirati model during crises.

“We Will Emerge Stronger” and Credibility as the Final Principle

The session concluded with a reference to the slogan of His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the UAE: “We will emerge stronger.” Dr. Al Nuaimi advocated for the development of long-term media strategies to counter external influences on public perception. He reiterated that the “high credibility” emphasized by Sheikh Mohammed bin Zayed is essential for dismantling attempts to distort facts. He affirmed that sustained success and the emergence of specialized national cadres serve as robust barriers against hostile narratives, asserting that ultimately, truth prevails.
