Independent rights experts have raised alarms about proposed legal reforms aiming to increase penalties for children, with many states allowing criminal responsibility to begin as early as age ten. This move raises significant concerns, particularly regarding the disproportionate number of Aboriginal and Torres Strait Islander children who find themselves entangled in the justice system. Rights experts Jill Edwards and Albert Barume assert that many of the new laws being proposed are incompatible with the Convention on the Rights of the Child.

Queensland’s Proposed Legislative Changes

In Queensland, a contentious reform known as “Adult crime, Adult time” could extend the duration of incarceration for children convicted of various crimes. Many civilians continue to bear the brunt of violent conflicts, with a 72% increase in civilian deaths reported between 2022 and 2023.
