His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE, along with his role as the Ruler of Dubai, has officially unveiled the DIFC Zabeel District. This ambitious expansion of the Dubai International Financial Centre (DIFC) aims to solidify Dubai’s reputation as the leading financial hub in the Middle East, Africa, and South Asia, while also enhancing its allure as an exceptional business and lifestyle destination.
An Expansive Vision
The DIFC Zabeel District is set to be the largest demand-driven expansion for a financial centre in the region, covering a vast area of 7.1 million sq. ft and boasting a gross floor area of 17.7 million sq. ft. With an estimated development value surpassing AED 100 billion, this project positions Dubai at the forefront of global finance.

In his address, Sheikh Mohammed highlighted Dubai’s continuous efforts to elevate its status on the world stage. “Dubai is a story of ambition that knows no bounds,” he stated, emphasizing the emirate’s focus on landmark projects that blend business needs with a high quality of life. This forward-thinking approach makes Dubai an attractive destination for global talent and enterprises alike.
Furthermore, he remarked that the DIFC Zabeel District would significantly enhance the capabilities of the financial sector in both Dubai and beyond. With plans to accommodate over 42,000 companies and a workforce exceeding 125,000, the district aims to forge a path for future technologies and artificial intelligence, thereby transforming the city into a nexus of investment and innovation.

The ceremony for the launch took place on-site at Zabeel, adjacent to the current DIFC Gate District. It attracted a high-profile audience, including Crown Prince Sheikh Hamdan bin Mohammed, Deputy Prime Minister Sheikh Maktoum bin Mohammed, and numerous senior officials. Their presence highlighted the project’s importance in the wider context of Dubai’s economic ambitions.
Sheikh Mohammed also commended the evolution of Dubai’s financial services sector since the establishment of DIFC in 2004. He praised the leadership’s dedication to steering a new era for global finance and underscoring Dubai’s role as a premier investment location.
A Comprehensive Financial Ecosystem
Sheikh Maktoum bin Mohammed reiterated the vision for the DIFC Zabeel District, viewing it as a vital component in creating a robust financial ecosystem. The initiative aligns with the Dubai Economic Agenda (D33), which aspires to double the emirate’s economy by 2033, positioning it among the world’s top four financial centres.

Fostering Future Technologies
A focal point of the DIFC Zabeel District is its commitment to future technologies. The expansion will feature over 1 million sq. ft dedicated to the world’s largest innovation hub, alongside a purpose-built AI Campus. This facility aims to cater to the needs of more than 6,000 businesses and 30,000 tech professionals, encouraging significant advancements in AI and commercial innovation.
In addition, the district plans to establish a Gaming and Immersive Technologies Hub, positioning Dubai as a leading center for next-generation gaming and digital content creation.
Educational Aspirations
Aligned with Dubai’s Education 33 (E33) strategy, the DIFC intends to be at the forefront of higher education, aiming to attract top-ranked universities globally. The DIFC Academy will expand significantly, increasing its capacity to accommodate 50,000 learners annually, thus enriching the educational landscape of Dubai.

The Zabeel District will not only enhance commercial offerings but also deepen Dubai’s cultural charm. It will feature an art pavilion and dedicated spaces for landmark art pieces, further establishing DIFC’s reputation as a cultural hub.

Spanning six phases, the DIFC Zabeel District is expected to open to the public by 2030, with full completion projected by 2040.
