Exploring New Business Opportunities: The Georgia-Dubai Forum

On October 21, 2025, the Sheraton Grand Tbilisi in Georgia was the site of a pivotal business forum titled “New Horizons: Doing Business with Georgia.” Organized by Dubai Chambers with vital support from partners including the UAE Embassy in Tbilisi and the Georgian Chamber of Commerce and Industry, this event highlighted the growing economic ties between Dubai and Georgia.

A Gathering of Influencers and Innovators

The forum brought together key figures from both regions, including senior officials, business leaders, and investors, all united by a common goal: to explore partnership and investment opportunities. The agenda included networking sessions, plenary talks, and B2B meetings tailored to foster connections between Dubai-based companies and their Georgian counterparts.

Mr. Salem Al Shamsi, Executive Vice President of International Relations at Dubai Chambers, initiated the proceedings with a welcome address. He was followed by remarks from prominent leaders such as Irakli Nadareishvili, Georgia’s Deputy Minister of Economy, and the Ambassadors of both the UAE and Georgia. Insightful discussions and presentations set the stage for meaningful conversations on fostering trade and investment.

Dubai’s Role as a Global Business Hub

One of the key presentations during the forum was led by Abdulla Baqer, who outlined the advantages of Dubai as a premier global business hub. He emphasized the city’s strategic position, which makes it an attractive launch point for companies looking to expand internationally. Following this, Davit Tavlalashvili, Head of Investment at Invest in Georgia, showcased the country’s investor-friendly policies and its prime location bridging Europe and Asia.

In his address, Mr. Al Shamsi stressed the commitment of Dubai Chambers to assist businesses in navigating new markets and forming lasting international partnerships. The session concluded with a networking lunch that encouraged the development of meaningful connections aimed at long-term collaboration.

Insights from Mr. Salem Al Shamsi

After the forum, Georgia Today had the opportunity to interview Mr. Al Shamsi, where he shared insights into Dubai Chambers’ global outreach, the evolving economic role of Georgia, and the significance of collaboration between these two markets.

Surprising Encounters in Trade Delegations

Reflecting on his extensive experience leading trade delegations, Al Shamsi noted that each market provides unique perspectives and opportunities. He highlighted the shared ambition among entrepreneurs globally to innovate and connect, regardless of their region.

Economic Ties: The Time is Now

Regarding the timing of enhancing economic relations with Georgia, Al Shamsi pointed to compelling data. The non-oil trade between the UAE and Georgia reached $761 million in 2024, marking a 58% increase year-on-year. The rise in active members of the Dubai Chamber of Commerce to 114 by mid-2025 signifies a mutual interest in expanding commercial ties.

Georgia’s strategic location is ripe for opportunities in sectors like transport, tourism, and real estate, making it an attractive partner for Dubai investors.

Performance of Georgian Companies in Dubai

When discussing the performance of Georgian companies, Al Shamsi noted strong activity in trades, real estate, and social services. The recent UAE-Georgia Comprehensive Economic Partnership Agreement (CEPA), effective since June 2024, has further opened channels for trade and investment, enhancing the landscape for Georgian exports through Dubai.

The Road to International Success

Entering a new market like Dubai can be challenging for entrepreneurs. Al Shamsi identified adaptability and understanding of local dynamics as essential traits for companies aspiring for international success. Dubai Chambers facilitates this journey by providing insights and networking opportunities critical for establishing a foothold in the market.

Building Sustainable Partnerships

Al Shamsi emphasized the mutual benefits of economic cooperation, which goes beyond mere transactions. He stated that meaningful partnerships contribute to job creation, skill development, and shared progress in both economies.

Future Engagements and Collaborative Potential

To ensure the momentum from forums like “Doing Business with Georgia” continues, ongoing communication and structured follow-ups are vital. Business councils, trade missions, and collaborative initiatives will enable both communities to turn initial connections into enduring partnerships.

The Role of Arts and Culture in Economic Diplomacy

Al Shamsi also underscored the importance of arts and culture in facilitating economic diplomacy. They foster understanding and trust, enriching both markets and supporting broader economic growth.

Overcoming Challenges

Addressing potential challenges in Georgian–Dubai business relations, Al Shamsi noted the critical need for clear communication about each market’s opportunities and regulations. Direct engagements through trade missions and forums remain a priority for fostering strong ties.

Looking Ahead: The Future of Dubai-Georgian Relations

As the forum concluded, the commitment to building relationships and exploring collaborative opportunities was apparent. Dubai Chambers is focused on nurturing the connections established, aiming for initiatives that bring the business communities of both regions closer together, thereby unlocking shared opportunities for growth.

As Dubai and Georgia venture forward, the foundation for a prosperous partnership stands ready, fueled by collaboration and mutual understanding. The vision for the future is bright, opening doors to innovative business opportunities and sustained economic development.
