Dubai Police’s community initiatives have produced a remarkable social return on investment (SROI) of AED647.9 million from 2017 to 2026, benefiting approximately 3.8 million individuals. A recent study conducted by the Future Foresight Centre at Dubai Police highlights the significant contributions these initiatives have made to public safety, trust in law enforcement, economic outcomes, and overall quality of life in Dubai.

Comprehensive Assessment of Community Initiatives

The study evaluated 80 diverse initiatives focused on education, health, public awareness, and sports. It aimed to measure their impact on public safety, crime prevention, community trust, and overall well-being. The findings illustrate how these community programs align with key national and local strategies, such as the Dubai Social Agenda 33, the Dubai Economic Agenda D33, and We the UAE 2031. This alignment further solidifies Dubai’s status as one of the safest cities globally and a prime location for living, working, and visiting.

Lieutenant General Abdulla Khalifa Al Marri, Commander-in-Chief of Dubai Police, emphasized that the results reflect the unwavering support from the UAE leadership, the Dubai Government, and the Ministry of Interior for sustainable community initiatives that cater to various segments of society. He highlighted the effectiveness of Dubai Police’s strategy in designing initiatives that address the genuine needs of the community while fostering partnerships and enhancing quality of life.

Economic and Community Contributions

The impact of these initiatives spans multiple areas. Economic and community contributions accounted for AED542.7 million, while AED5.7 million was attributed to initiatives that promoted accessibility and community participation. Additionally, community well-being initiatives contributed AED5 million, showcasing improvements in safety, support, and social engagement.

Quality of life initiatives generated AED31.7 million in social value, with AED62.8 million linked to efforts that bolstered public trust and fostered a sense of belonging among community members. The study employed internationally recognized methodologies to assess social return on investment and community impact, correlating initiatives with security and social indicators, including perceptions of safety and crime prevention.

Positive Correlations with Happiness and Safety

Statistical analysis using the Pearson Correlation Coefficient revealed a positive relationship between Dubai Police community programs and various social indicators. The initiatives showed a correlation of 0.44 with the Happiness Index and 0.45 with the Happiness, Security, and Awareness Index. Furthermore, perceptions of safety among community members also correlated positively at 0.44.

The findings suggest that increased implementation of community initiatives correlates with stronger trust in police, enhanced feelings of safety, and higher levels of happiness. The study also identified an inverse relationship between community initiatives and certain crime indicators. A negative correlation of 0.41 was noted with concerning crime rates, indicating that the expansion of community initiatives coincided with a reduction in specific crime categories.

Moreover, a strong negative correlation of 0.796 was found between customer happiness and crime rates, suggesting that higher public satisfaction is associated with lower crime levels.

Key Initiatives and Volunteer Contributions

Among the initiatives assessed, the “Positive Spirit” program had the widest reach, benefiting two million people. The “Esaad” privilege card initiative served 1,158,717 individuals, while the “Ride with Dubai Police” initiative reached 40,000 participants. Events related to the UAE SWAT Challenge positively impacted 51,000 people.

The study also underscored the significant role of volunteerism in amplifying the impact of Dubai Police initiatives. Between 2017 and 2026, a total of 7,189 volunteers, both from within and outside Dubai Police, participated in the evaluated programs. Collectively, they contributed 249,916 volunteer hours, resulting in estimated financial savings of AED21.74 million.

Dubai Police stated that the findings illustrate that community policing extends beyond mere awareness and engagement activities. It plays a measurable role in strengthening public trust, supporting preventive security, enhancing quality of life, and promoting community stability.

The study concluded that sustained engagement with society is vital for fostering safer communities, enhancing social cohesion, and improving public confidence in law enforcement institutions.
