The population of Dubai has reached 4.58 million by the end of 2025, reflecting an increase of approximately 332,000 individuals compared to the previous year. This growth rate of 7.5% underscores the emirate’s ongoing appeal as a hub for investment, business, and talent.

Digital Dubai, through the Dubai Data and Statistics Establishment, confirmed this significant population milestone. The average number of individuals present in Dubai during daytime hours swells to 6.392 million when accounting for temporary arrivals related to work and tourism. This announcement coincided with the approval of a real-time census and population growth monitoring project by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council.

Younus Al Nasser, CEO of the Dubai Data and Statistics Establishment, highlighted that the “Dubai Population Now” initiative serves as a strategic tool for understanding demographic trends and supporting informed decision-making. He pointed out that the population growth reflects the vibrancy of Dubai’s economy, which experienced a real GDP growth of 5.4% in 2025. The emirate also welcomed 19.6 million international tourists and saw around 96 million passengers traveling through its airports during the same year.

Al Nasser noted that the increase in population signifies the expansion of the labor market, rising demand for services, and an overall improvement in the quality of life. The influx of workers and visitors daily raises the number of people present in the emirate during peak hours to 6.392 million, including over 1.812 million individuals temporarily in Dubai for work, tourism, study, or shopping.

Digital Dubai asserted that this project signifies a new generation of population censuses, integrating government records, big data, artificial intelligence, and machine-learning technologies. This integration allows for continuous data updates, forecasting demographic trends, and improving planning across various sectors such as housing, education, healthcare, and transportation.

The project was executed through collaboration among multiple government entities, including the General Directorate of Residency and Foreigners Affairs-Dubai, the Roads and Transport Authority, Dubai Electricity and Water Authority, Dubai Health Authority, Dubai Municipality, Dubai Land Department, the Knowledge and Human Development Authority, the Department of Economy and Tourism, and the Dubai Government Human Resources Department. This collaborative model reflects the integration of government efforts in developing an advanced population data ecosystem.

Historical Context and Future Outlook

The transition to a real-time census illustrates Dubai’s advancements in managing population data, following seven traditional censuses conducted between 1975 and 2005. The emirate’s population has grown from approximately 12,000 individuals in 1881 to over 4.58 million by the end of 2025, marking an increase of nearly 380-fold over 144 years.

The current growth rate of 7.5% is among the highest recorded in Dubai’s history, reaffirming its status as one of the fastest-growing cities globally and a prime destination for residents, investment, and talent.
