From September 8 to 19, 2025, the vibrant city of Dubai will host the 28th Universal Postal Congress (UPC), heralding a significant advancement in the global postal sector. This prestigious event is eagerly anticipated as it will convene over 2,000 delegates from 192 member states, creating a melting pot of ideas and discussions regarding the future of postal services.

Patronage and Venue

Taking place at the Dubai World Trade Centre, the congress will be held under the patronage of Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE and Ruler of Dubai. In an era marked by technological disruption and changing consumer behavior, this event is particularly timely. It will also accommodate virtual participants, thereby broadening the scope of discussions and accessibility.

Setting the Agenda for the Future

A core part of the congress’s agenda includes the adoption of the Universal Postal Union’s (UPU) 2026-2029 roadmap, aptly named the “Dubai Strategy.” This strategy is expected to define the future direction for postal services worldwide, emphasizing the capability of postal networks to adapt to an increasingly digital landscape.

Delegates will elect the new Director General, Deputy Director General, and members of both the Council of Administration and the Postal Operations Council. Sultan bin Saeed Al Mansoori, the chairman of the Supreme Supervision & Preparation Committee for the Congress, highlighted the significance of the UAE’s involvement, stating, “The UAE demonstrates its substantial role in developing an integrated international ecosystem that reinforces international communication.” His remarks underscore the UAE’s commitment to fostering an environment conducive to meaningful dialogue on the future of postal services.
