Dubai’s Roads and Transport Authority (RTA) mandates that all vehicles, whether new or used, must be registered under the owner’s name. Importance of Vehicle Registration

Upon purchasing a vehicle in Dubai, obtaining a car registration card, commonly referred to as the Mulkiya, is essential. This card serves as the official identity document for the vehicle, linking it to the owner’s Emirates ID and providing formal proof of ownership. The Mulkiya not only confirms the vehicle’s legal driving status but also secures the auto insurance policy and helps maintain the vehicle’s resale value through consistent registration and maintenance history. The registration is valid for one year, after which it must be renewed.

Consequences of Not Registering a Vehicle

Failing to register a vehicle or driving with an expired registration can lead to significant penalties. Offenders may incur a fine of Dh500, receive four black points on their driving record, and face the possibility of vehicle impoundment for up to seven days by the Dubai Police.

Vehicle Registration Process in Dubai

The vehicle registration process can largely be completed online, although specific requirements may vary depending on whether the car is new or used. A prerequisite for registration is securing auto insurance, which can often be arranged simultaneously.

Registering a New Car

When purchasing a new vehicle from an authorized dealership, the dealership typically handles the initial registration and insurance on behalf of the buyer. The following documents are required for this process:

  • Driver’s license
  • Emirates ID
  • Passport copy with a valid UAE residence visa
  • Vehicle purchase invoice or sale agreement

Once these documents are submitted, the dealership will apply for the vehicle’s registration and motor insurance. New cars are exempt from vehicle testing or RTA inspection for the first three years. Upon completion of the registration process, the dealership will provide the vehicle ownership certificate, registration card, plate number, and a registration expiry sticker.

Registering a Used Car

The registration process for a used car is the responsibility of the buyer. The following steps should be followed:

Step 1: Check Accident History

Before purchasing a used vehicle, it’s vital to verify its accident history. Obtain the vehicle’s chassis number or vehicle identification number (VIN), a unique 17-digit identifier located on the back of the Mulkiya or on the dashboard. To check the accident history, visit the UAE Ministry of Interior’s website and navigate to the ‘Accidents Inquiry’ section. Enter the VIN to access the vehicle’s accident details.

Step 2: Check for Unpaid Fines

It is essential to check for any outstanding fines associated with the vehicle, as these will become the buyer’s responsibility upon transfer. To check for traffic fines in Dubai, visit the Dubai Police website or use the Dubai Police app. Sign in with UAE PASS and navigate to the ‘Fines Inquiry and Payment’ section.

Step 3: Obtain Motor Insurance

An active motor insurance policy is mandatory for vehicle testing, ownership transfer, and registration. Buyers can request insurance quotes from various providers in the UAE. Many insurers offer provisional coverage based on the chassis number, allowing coverage to begin on the day of the transfer. Alternatively, the buyer may inquire if the seller’s current insurance policy can be transferred, provided it has at least nine months remaining.

Step 4: Vehicle Testing

For used cars older than three years, vehicle testing and inspection are mandatory. This process ensures compliance with RTA safety regulations. Both the buyer and seller should participate in the vehicle testing and ownership transfer processes simultaneously. Vehicle testing can be conducted at RTA-licensed centers such as Al Mutakamela or Tasjeel.

Required documents for vehicle testing:

  • Emirates ID
  • Vehicle registration card (Mulkiya)
  • Valid electronic insurance policy
  • Previous test reports (if applicable)

Advance booking is typically required at testing centers. The seller can schedule an appointment via the RTA Dubai app or website.

Step 5: Register the Car

Once testing is complete, the vehicle can be registered. This can also be done online through the RTA’s Dubai Drive app or website. The seller initiates the process by selecting the vehicle and entering the buyer’s Emirates ID. A sales purchase agreement must be signed by both parties, which can be done electronically.

Upon payment of the registration fee, the seller must visit an RTA Customer Happiness Centre to hand over the vehicle’s number plates, completing the ownership transfer. The buyer will receive a notification from the RTA once the plates are submitted.

  • Registration of light vehicle: Dh350
  • Short plate fee: Dh35
  • Selling agreement fee (paid by the buyer): Dh50
  • Long plate fee: Dh50
  • Dubai branded plate fee: Dh200
  • Luxury plate fee: Dh500
  • Expiry sticker fee: Dh10
  • Knowledge and innovation fees: Dh20
