Latifa bint Mohammed Launches AED 1 Billion Creative Sector Resilience Portfolio to Strengthen Dubai’s Cultural Economy
Dubai has unveiled a significant initiative aimed at bolstering its cultural economy, with Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture and Arts Authority, announcing the launch of the Creative Sector Resilience Portfolio. This initiative, which aligns with the directives of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, aims to provide AED 1 billion in support measures for the economic sector.
Five Pillars of Support
The Creative Sector Resilience Portfolio is structured around five key pillars: Cultural Infrastructure, Creative Production, Participation and Audiences, Talent Development, and Cultural Impact. This comprehensive framework is designed to enhance Dubai’s creative ecosystem and improve its adaptability, thereby supporting skilled professionals and fostering long-term growth in the sector.
Sheikha Latifa emphasized that the portfolio reflects Dubai’s proactive strategy in addressing current challenges while reinforcing the emirate’s position as a sustainable economic hub for creativity. She stated that investing in people is fundamental for shaping the future, highlighting Dubai’s commitment to empowering the cultural sector and advancing its creative industries through innovative solutions.
Strengthening Cultural Institutions
The initiative aims to enrich Dubai’s cultural landscape by providing support to cultural and creative institutions, small and medium-sized enterprises, and talented artists. This approach is intended to equip the sector to respond effectively to evolving conditions and future developments.
The Creative Sector Resilience Portfolio emerged from a workshop organized by Dubai Culture in collaboration with the Dubai Future Foundation. This workshop convened leaders from various cultural, heritage, artistic, and creative institutions to enhance ecosystem readiness and solidify Dubai’s status as a global cultural center and a thriving hub for talent.
Phased Implementation
The portfolio will be implemented in phases, with each stage introducing a series of initiatives designed to provide creatives and cultural institutions with access to essential resources, including spaces, funding, professional development, and market opportunities. Agreements with various public and private sector partners have been established to coordinate efforts and expand collaboration, thereby strengthening sector resilience and ensuring sustainable growth.
Cultural Infrastructure
The Cultural Infrastructure pillar focuses on providing access to spaces and assets for the creative community. Free, multipurpose venues will be available in collaboration with entities such as Dubai Municipality, Dubai CommerCity, House of Arts at Expo City Dubai, Dubai Holding Asset Management, Dubai International Financial Centre, and Dubai South. Additionally, Dubai Culture will offer dedicated spaces within its assets, alongside affordable workspaces through Letswork, enabling creatives to showcase their work and build professional networks.
Creative Production Initiatives
The Creative Production pillar aims to support funding and commissioning through various initiatives. This includes the Dubai Cultural Grant, a micro-grants program in partnership with Art Jameel, a micro-commissioning program with Luxuriant Design, and an exhibition grant in collaboration with Art Dubai. These initiatives are designed to foster creative output and enhance the production capabilities of local artists and institutions.
Talent Development and Audience Engagement
The Talent Development pillar connects creatives with audiences and markets by continuing an e-learning initiative in partnership with LinkedIn. This will be complemented by cultural activation programs, workshops, and training courses aimed at enhancing the skills and visibility of local talent.
The Participation and Audiences pillar will focus on promotional and media support across digital platforms to highlight local talent. Retail and exhibition opportunities will be provided through Majid Al Futtaim’s Ma’an program, which offers complimentary spaces within the group’s assets, facilitating greater exposure for emerging artists.
Cultural Impact and Public Art
The Cultural Impact pillar aims to transform Dubai into an open-air gallery. In collaboration with PHI Advertising, creative works will be displayed on outdoor billboards throughout the emirate, bringing art into public spaces and reinforcing Dubai’s cultural identity. This initiative is expected to enhance community engagement with the arts and promote a vibrant cultural atmosphere.
